The Wilson Workforce and Rehabilitation Center (WWRC) has a written Student Code of Conduct that describes student rights and responsibilities, general behavior standards and expectations, and what can be expected for any violation of these standards and expectations. Reflective of its workforce readiness/training and return-to-work mission and vision for Community Support Services, WWRC reinforces the guiding values of self-control, respect, and safety in its Student Code of Conduct. Behavior interventions and disposition of Student Code of Conduct violations are designed to be supportive and therapeutic in nature, with the goal of employment-focused rehabilitation, while ensuring a safe 'living and learning' environment for the entire campus community. This governance procedure describes business process, protocols, standards, and expectations for consistent, fair, and equitable management of student behaviors across the WWRC campus.
Student Behavior Monitoring, Intervention and Documentation
WWRC continuously assesses aggregate behavioral patterns and trends on campus and formulates sufficient interventions both on an individual and group basis to allow clients the option for behavioral remediation/improvement. These options span seven (7) days a week, in varying intensity depending on need, and offer socialization improvement group therapy sessions and individual sessions to support client behavioral needs. WWRC offers the full continuum of its available services to assist clients before their feasibility is considered, unless a serious behavioral incident jeopardizes the client's or others' safety. In these instances, cases will undergo an administrative review to determine if services can be provided that ensure the safe continuation of participation in campus life and programming. Prior to an administrative review of a serious behavioral incident, clients may be asked to leave campus for a brief period of time to allow for decision-making and the involvement of the sponsor's participation and input.
As behavioral issues that are inconsistent with campus expectations emerge in a client's program, they are to be systematically documented by designated staff following immediate intervention. Staff report behavioral observations using an approved form (Under Residential Services, Select Observation Note) with objective, impartial and professional attention. Staff are trained on least restrictive behavioral intervention techniques and all interventions are mandated to focus on safety and to the extend possible provide orientation, assistance and instruction, as opposed to a punitive response. On a daily and ongoing basis, behavioral observation reports are reviewed and analyzed to identify patterns of behavior that require remediation.
AS INSTRUCTED IN WWRC'S BEHAVIOR EDUCATION AND SUPPORTS TRAINING (BEST): Any direct care staff member who observes a behavior that is inconsistent with campus expectations is expected to intervene appropriately and document the behavior and intervention taken. If a direct care staff member believes a situation is life threatening or may result in serious injury, they may physically intervene to the least extent possible to remove themselves or others from harm. The Police Department should be contacted immediately for additional intervention and supports needed. A direct care staff member may be directed by the Police Officer to assist, if necessary. If a staff member other than a WWRC Police Officer provides any type of physical intervention to remove themselves or others from harm OR at the request of the Police Officer to assist, the actions will be reviewed by the Community Support Services Team (CSST). The staff member is expected to report the physical intervention provided to the CSST Chair and WWRC Director and WWRC Deputy Director & Division Director, Facility Operations in a written email communication immediately following the incident.
All observation notes are sent to a centralized Distribution Group. Designated staff on the centralized Distribution Group are expected to respond per established protocols, as defined by the type of observation note and assessment of risk to the individual and the campus community. At any time in the intervention and response process, VR clients have the right to appeal administrative actions and decisions, in accordance with Agency and Center appeal processes.
There are two types of Observation Notes, each summarized below:
The WWRC Police Department is the designated lead entity for response to an illegal or 'zero tolerance' behavior and intervention will likely result in immediate dismissal from campus and possible arrest or legal charges. The person's assigned WWRC Rehabilitation Counselor will review the observation note and consult with the WWRC Police Department and Rehabilitation Team, including the person's assigned DARS/DRS Rehabilitation Counselor, to determine if a program discharge should follow. If so, the WWRC Rehabilitation Counselor will initiate steps to do so, in coordination with the DARS/DRS Rehabilitation Counselor. If not, the Rehabilitation Counselor should contact the Conduct Review Board Chair to schedule a meeting and determine appropriate sanctions to be imposed, in accordance with the Conduct Review Board Charter.
'Clear and present danger' is defined as that type of behavior where the person poses harm to self or others and the behavior is not controllable such that it significantly disrupts the WWRC campus environment and warrants continual monitoring to assure the safety of self or others. If the person exhibits this type of behavior that results from a mental health crisis, staff are expected to follow AGM protocols governing Mental Health crisis intervention. In addition, non-compliance with WWRC's medication management protocol automatically qualifies as evidence of 'clear and present danger'. If the person is non-compliant with medication management expectations, staff should follow AGM protocols governing Medication Management. If the person exhibits a type of 'clear and present danger' behavior that is not related to mental health, the Rehabilitation Counseling Manager and Dean of Students &
Division Director, Residential Services share the immediate lead in responding to the behavior. Based on the assessment of risk and other factors related to the campus environment, the administrative co-leads may proceed with immediate removal from campus and/or the scheduling of a Conduct Review Board meeting.
All other types of immediate observation notes are to be managed through the WWRC Conduct Review Board. The Conduct Review Board is an administrative team with delegated authority to review targeted student behaviors deemed as Immediate and to enforce WWRC's Student Code of Conduct in the review and disposition of incidents. To the greatest extent possible, the Review Board will, in selecting a sanction(s), take into consideration the student's needs and obligations so that the sanction does not unduly affect the student's rehabilitation program. Sanctions, described in the Board's Charter, range from no action taken to disciplinary suspension and discharge.

Consumer Appeal (AGM 2.3.4)
As part of its overall Performance Management System, WWRC is committed to an ongoing process and program review of the standards and expectations defined in this governance protocol. The WWRC Organizational Development and Quality Assurance (OD&QA) Division has the lead, working in partnership with the WWRC Executive Team and Community Support Services Team (CSST), in facilitating a formalized data system for ease of extraction and reporting to measure and monitor the stability of WWRC's campus environment as well as the effectiveness and efficiencies of interventions and strategies employed to manage student behaviors and address violations of the Student Code of Conduct. The OD&QA Division will provide a written report to the WWRC Executive Team and CSST, at least annually, to summarize Program Evaluation and Quality Assurance findings and recommendations related to this governance protocol. WWRC will utilize its annually required Staff Education and Training Program to reinforce consistent application of defined protocols and business processes.
