Wilson Workforce and Rehabilitation Center's legal authority to operate and administer a comprehensive rehabilitation center is codified in the Code of Virginia, with delegated responsibility to a designated WWRC Director through the Commissioner, Virginia Department for Aging and Rehabilitative Services (DARS). The organizational structure of WWRC is documented on Agency, Center, Divisional, and Departmental organizational charts.   The WWRC Director's role, scope, and authority are detailed in a written Employee Work Profile (EWP)There are well defined roles and responsibilities and channels of communication throughout the organization.


The Code of Virginia, Title 51.5, provides the legal authority for all state agencies serving persons with disabilities, including the scope of services.  The Code of Virginia, Title 51.5/Chapter 14,  establishes the Department for Aging and Rehabilitative Services (DARS) as the Agency designated to coordinate rehabilitative services.  Further, the Code of Virginia, Title 51.5/Chapter 14/section 51.5-131, details powers and duties of the DARS Commissioner.   In the powers and duties of the DARS Commissioner, Duty number 7 states:

7. To operate and maintain the Wilson Workforce and Rehabilitation Center and to organize, supervise, and provide other necessary services and facilities (i) to prepare persons with disabilities for useful and productive lives, including suitable employment, and (ii) to enable persons with disabilities, to the degree possible, to become self-sufficient and have a sense of well-being;


The WWRC Director serves as the Center's designated Chief Executive Officer, delegated by the DARS Commissioner.  The WWRC Director's "official work station" is WWRC, but travel is conducted, as needed, to Richmond and other parts of the Commonwealth to conduct business.  The WWRC Director maintains daily contact with the DARS Commissioner's Office (directly or through telephone calls and/or e-mail) and submits weekly written reports.  The WWRC Director serves as the designated Chief Administrative Officer and primary "point of contact" for all COE accreditation correspondence and activities.   Full scope and duties of the WWRC Director can be found in the corresponding position Employee Work Profile.


Organizational charts reflect functional relationships among various personnel at WWRC.  Organizational structures are developed, reviewed and adjusted on an ongoing basis per Commonwealth of Virginia laws, Agency directions and priorities, Center resource availability and departmental and/or program needs.  This level and type of analysis is conducted to ensure Center operations are efficacious in continuously meeting the needs of its diverse customer base. As a result, there are well defined roles and responsibilities and channels of communication throughout the organization. 


 The organizational structure is designed to promote the effective operation of educational programs and institutional services for enrolled students.  WWRC's Administrative Governance Manual (AGM) provides WWRC's cultural context, governance authority & leadership direction, its policies and procedures, standards and expectations, as well as links to key internal/external resources critical to Center operations.  The goal of this Manual is to ensure that WWRC is governed in an effective and efficient manner and that staff operate in an environment where their role and function is both clear and compelling. Policies and procedures contained within are designed to create order, structure, and a common understanding of accountability standards and expectations for how business gets accomplished, measured, and continuously evaluated for program and process improvements.  

Challenges & Proposed Solutions

WWRC's mission is focused on helping people with disabilities obtain employment and/or return to work. WWRC partners closely with the DARS Division of Rehabilitative Services (DRS) -- the federal Vocational Rehabilitation Program 'arm' of DARS.   DRS is WWRC's key customer and is represented by more than 30 field offices across Virginia.  The VR personnel who staff these offices and the team at WWRC are key partners and together provide a significant contribution toward the Agency's mission.  Recent changes in WWRC's organizational structure, specifically related to the Career and Workforce Development Division (CWDD), have been made to place additional emphasis on successful employment outcomes for persons served.


The Accreditation Self-Study Committee finds WWRC in full compliance with Standard 9. 


Evidence of compliance with COE Standard 9 will be verified through staff interviews, student interactions, team member observations and review of Self-Study materials, and file/document/record audits, as indicated.
