Chapter 8.09 Contents:

[REVISED: 3/1/14]

  1. The counselor may only provide job coach training service (JCTS) to clients with a significant disability and only under an Individualized Plan for Employment.  For definition of significant disability, see Chapter 3, DISABILITY, Policy 1.

  2. The client must require intensive short-term support, but not extended services after VR case closure, to achieve employment stability.  Job coach training service (JCTS) vendors provide services similar to supported employment (SE) services (such as job development, job placement, intensive short-term training and support, etc.).  JCTS may be used when the job site does not meet federal criteria for supported employment.

  3. The client must make satisfactory progress in the training program. The counselor shall review client progress using the established reporting system. If the client is not making satisfactory progress, the client and counselor shall discuss the lack of progress and amend the Employment Plan as necessary, or close the case and refer the client to other appropriate programming.

  4. The client shall provide informed written consent for the counselor and training vendor to share pertinent information about client disability, training needs, and progress.

  5. See the DARS Training and Facilities Manual for qualified vendors for Job Coach Training Services.

  6. For monthly reporting requirements for vendors, see Virginia Guide to Supported Employment and Job Coach Training Services.

  7. For information concerning billing, see Virginia Guide to Supported Employment and Job Coach Training Services.

  8. Job coach training services shall (per 2001 Federal Regulation 34 CFR § 361.54) be subject to consumer financial participation policy (see Chapter 14.3, FINANCIAL, Policy 1).

  9. Job coach training services shall (per 2001 Federal Regulation 34 CFR § 361.53) be subject to comparable benefits policy (see Chapter 14.2, COMPARABLE, Policy 1).

  10. Job coach training services shall be subject to DRS established purchasing policies and procedures (see Chapter 14.1, PURCHASING, Policy 1). For S/I Code, see the DARS Services Reference Manual, Other services, Job Coach Training Services category.  See the DARS Training and Facilities Manual for the maximum allowed. For agency fund codes and other procedural information, see Virginia DRS Supported Employment Guide.  For current fund codes, see the Chart of Accounts under the Fiscal Web site on the DARS Intranet.
