  1. Definition.
    The counselor may authorize other goods and services that are essential to the successful completion of the individual’s Employment Plan (achievement of the employment outcome), but that are not specifically listed in Chapters 6, 7, 8 and 9. “Other” services include, but are not limited to: emergency shelter, peer counseling, and independent living skills training if, in the counselor’s professional judgement, they can be expected to benefit the individual in terms of achieving the established employment goal.

  2. Criteria.
    Eligibility for “Other” goods and services is determined on a case by case basis. The counselor shall document in the case notes the need for the service or item. The counselor should consult the supervisor in advance, regardless of purchase price, to discuss the appropriateness of the purchase. For emergency shelter, see Chapter 8.15, EMERGENCY, Policy 1. For basic utility hook-up and rent deposit, see Chapter 8.10, MAINTENANCE, Policy 1. Do not use the service category “Other.”

  3. Consumer responsibilities.
    See Policy1: Section B1 of this chapter.

  4. Disallowed services.
    Under no circumstances, including supervisory pre-approval, can staff authorize a good or service that is specifically disallowed under DRS written policies.

  5. Financial participation.
    “Other” services are subject to consumer financial participation (per 2001 Federal Regulation 34 CFR § 361.54). See Chapter 14.3, FINANCIAL, Policy 1.

  6. Comparable benefits.
    “Other” services are subject to comparable benefits policy (per 2001 Federal Regulation 34 CFR § 361.53). See Chapter 14.2, COMPARABLE, Policy 1.

  7. Purchasing.
    “Other” services are subject to DRS established purchasing policies and procedures. See Chapter 14.1, PURCHASING, Policy 1.
