Housing is a routine living expense that the individual would incur if the individual were not a vocational rehabilitation client and, therefore, it is client responsibility.  Under exceptional circumstances, however, the client may be assisted with normal housing expenses to address a temporary cash flow emergency under emergency rent/mortgage policy in Chapter 8.10, MAINTENANCE, Policy 1. ​
