Program Transfer Policy

Transfers from one program area to another program area within the Vocational Training Department are the exception and not the norm.  The DARS Rehabilitation Counselor, Vocational Training Supervisor, WWRC Rehabilitation Counselor, Instructor, other members of the Rehabilitation Team, may recommend a program transfer under the following circumstances:

  • The training participant has completed approximately less than 25% of the current training program (unless there are significant extenuating circumstances that are well documented).
  • The training participant is not making appropriate progress in the current program for one of the following reasons:
    • Program has become too difficult resulting in failing grades.
    • Progress is too slow (more than a month behind for feasible employment).
  • There is evidence through Vocational Evaluation services that the training participant has an ability to be successful in the area to which he/she wants to transfer.

There are special circumstances (determined by the Rehabilitation Team) that support a transfer.

The Vocational Training Supervisor must approve all requests for a transfer.   Appeals may be made through the CWDD Director and/or WWRC Chief of Staff.

Program Withdrawal Policy

If a training participant loses interest and decides that he/she will not work and/or refuses to work in the training area, this is a reason for termination, not transfer.  While it is the goal of Vocational Training to provide persons served with every opportunity to succeed, enrollment in Vocational Training is strictly voluntary.

Extension of a Program Policy

Extension of a training program is the exception, not the norm. While not encompassing all exceptions, examples are changes in a consumer's disability, changes in a consumer's medical condition(s), and conditions of re-entrance for those students suspended for unsatisfactory behavior.

All extensions must be pre-approved by the Vocational Training Principal, DARS Rehabilitation Counselor, WWRC Rehabilitation Counselor, Instructor, and other members of the Rehabilitation Team.

Second Program Enrollment Policy

Enrollment into a second training program is the exception, not the norm. While not encompassing all exceptions, examples are changes in the labor market, changes in a consumer's disability/severity of disability, implementation of a new training program, conditions of re-entrance met for those students dismissed for unsatisfactory progress/behaviors, etc.

If the consumer has successfully completed the first (1st) vocational training program and is deemed appropriate for a second program (2nd) by the following:

  • Vocational Training Administration & Vocational Evaluation & WWRC Rehabilitation Team

1) The consumer will be scheduled according to admissions availability.

2) Enrollment into the second program needs to be in the same vocational training department or career pathway based upon the Vocational Evaluation.

If a consumer completes two (2) vocational training programs, it will count as a successful completion of both programs, and the consumer will receive two (2) Wilson Workforce Center Certificates of Attainment.

However, the consumer will be counted as working in the field only if the consumer is using the skills in the field from the second vocational training program.

If an appeal is requested from any party, the WWRC appeal process will be followed.
