WWRC is designated as a State Operated Education Program (SOP) by the Virginia Department of Education (VDOE). The VDOE Regulations Governing Special Education Programs for Children with Disabilities in Virginia, effective January 25, 2010, includes the following definition:
"State-operated programs" means programs that provide educational services to children and youth who reside in facilities according to the admissions policies and procedures of those facilities that are the responsibility of state boards, agencies, or institutions.

As a designated SOP, WWRC must maintain current policies, procedures, and supporting documentation to demonstrate compliance with the Individuals with Disabilities Education Act (IDEA) and corresponding Virginia Board of Education regulations governing the provision of special education and related services, licensure and accreditation. Any changes in policies and procedures must be submitted to the State Special Education Advisory Committee for approval (34 CFR 300.201; 34 CFR 300.220).
WWRC does not need to submit an Annual Program Plan to the VDOE for approval by the Virginia Board of Education which must include required provisions and assurances under 8VAC20-81-230 and in accordance with 8VAC20-81-320(B). An Annual Plan is not required for a Cooperative Agreement. The VDOE Division of Special Education and Student Services may conduct a planned or unplanned audit of WWRC's State Operated Education Programs at any time.
WWRC is eligible for funding of its State Operated Education Programs under the provisions of state special education regulations (8VAC20-81-270). The funds are administered under a distinct code cost within WWRC's fiscal structure and use of funds is subject to approval by the Virginia Department of Education.
As a designated State Operated Education Program in Virginia, WWRC is eligible to apply for federal grants that target the K-12 education system. The secondary school code assigned to WWRC by the National Center for Education Statistics (NCES) System is listed below and would be referenced in any grant application to verify its status.
