**Effective 12/07/2018, WWRC voluntarily withdrew from ALL Title IV Programs**

WWRC is designated as a non-college degree postsecondary school under the Code of Virginia.  In addition, WWRC meets the definition for an institution of higher education as a postsecondary vocational institution for purposes of participation in Title IV federal financial assistance programs under the Higher Education Act of 1965, as amended.  As such as long as it participates in Title IV federal financial assistance programs, WWRC must comply with legislative requirements and regulations under the Higher Education Act of 1965, as amended, relative to its governance, operations, and, student services. 

As a designated postsecondary institution of higher education, WWRC is authorized to access Title IV Federal aid for eligible students enrolled in approved training programs, governed under a Program Participation Agreement (PPA) with the U.S. Department of Education.  Students without a valid high school diploma must meet required Ability to Benefit provisions to qualify for Federal student aid under the law.    Coordination of required Ability to Benefit business processes between the WWRC Admissions and Vocational Training Departments for potentially eligible students is articulated in WWRC's Administrative Governance Manual Policy and related Procedures.

WWRC is also eligible to apply for federal grants that target the postsecondary education system, including colleges and universities.   The Integrated Postsecondary Educational Data System (IPEDS) code assigned to WWRC by the National Center for Education Statistics (NCES) System is listed below and would be referenced in any grant application to verify its status.

**Effective 12/07/2018, WWRC voluntarily withdrew from ALL Title IV Programs**

WWRC's Vocational Training Department Administration serves as the PPA Contract Administrator.   In addition to timely and accurate documentation and reporting to COE and IPEDs, as verified in consultation with the WWRC Lead Program Evaluation Analyst, this position is also accountable for USDOE postsecondary status documentation requirements using the National Student Loan Data System (NSLDS) software as follows:

 

    • Report every sixty (60) days information about each client who has received a PELL Grant while at WWRC or who has enrolled in WWRC with outstanding (unpaid) student loans that he/she obtained while attending other institutions of Higher Education.  This information is reported while the client is enrolled and until approximately one hundred twenty (120) days post-exit from WWRC.
    • Obtain from the National Student Loan Data System (NSLDS) website on the first day of each “odd-numbered” month (January, March, May, July, September, and November) a listing of the WWRC clients for whom information is requested.  Prepare a fifty-two (52) field per client EXCEL file containing the requested information for each client.  Upload the EXCEL file to the USDOE using the NSLDS’s on-line computer software by the fifteenth day of the month.  This is a time sensitive process with financial penalties if the EXCEL file is not submitted on time.
